Steve Davidson
Chief Executive Officer (CEO)

Steve is an experienced senior executive with an extensive background in driving strategic transformation, customer-focused service delivery and stakeholder engagement. Steve joined the RTA in 2025 having gained extensive experience leading large organisations.

In previous roles, he has successfully managed complex system reforms, digital transformations and governance enhancements that have improved customer experiences and operational effectiveness.

Tracey Madgwick
Chief Customer Experience Officer (CCXO)

Tracey leads the RTA's strategic frontline services including the contact centre, bond management, dispute resolution, and customer experience performance and planning functions. She is also a key advisor on critical customer touchpoints such as the website, customer communications and stakeholder engagement.

With an extensive background in contact centres and customer experience, Tracey is an experienced leader with specialist knowledge in business transformation, project management, and stakeholder engagement.

Before joining the RTA, Tracey held executive and senior management positions at Smart Service Queensland and Brisbane City Council. Tracey is a Non-Executive Director on the board of Auscontact, the Australian Contact Centre Association.

Murray Hall
Chief Technology and Information Officer (CTIO) 

Murray leads the RTA’s technology and information portfolio, including digital platforms and applications, business intelligence, records management, and cyber security.  

An accomplished technology executive with more than 20 years’ experience across the public sector and consulting, Murray brings deep expertise in digital strategy, technology operations, cyber security, major program delivery, and organisational transformation.

Before joining the RTA, Murray served as Chief Information Officer at the Victorian Institute of Forensic Medicine (VIFM) for 10 years and led the delivery of several major digital programs for Queensland Health.

Rebecca Freath
Chief Assurance Officer (CAO)
Acting Chief People Officer (a/CPO)

Rebecca leads the RTA’s finance, governance and risk, legal, compliance and enforcement, strategy, government relations, and board secretariat functions. She is also the Acting Chief People Officer, leading human resources, learning, organisational development, media, communications, and stakeholder engagement functions.

Rebecca is an accomplished executive with qualifications in law, business, and corporate governance. She has more than two decades of experience spanning state and local government, private sector, healthcare, utilities, and for-purpose sectors. 

In addition to her executive experience, Rebecca has also held numerous board roles. She is currently the Board Chair of The University of Queensland Union College.
