The RTA has created new resources for residents and providers in residential services accommodation. 

We’ve published a new residential services accommodation webpage that aims to provide more clarity about:

• resident, provider and support people’s rights and obligations under the Residential Tenancies and Rooming Accommodation Act 2008
• what to do if there are changes to services and rent
• the Rooming accommodation agreement (Form R18)
• what to do if there is a problem or someone breaks a rule in the agreement
• when to contact the RTA
• other agencies that can help. 

A new easy read guide is also available for residents with different communication needs.

These resources were developed in consultation with the Department of Housing and Public Works (DHPW), sector stakeholders and residents with lived experience in residential services accommodation.

We sought input on the topics covered and our education approach from sector stakeholders including:

• DHPW’s Expert Disability Housing Advisory Panel
• Supported Accommodation Providers Association
• Tenants Queensland
• Queensland Disability Network (QDN)
• QDN’s Client Advisory Network for residents in Level 3 facilities
• Queensland Advocacy for Inclusion
• Council on the Ageing Queensland
• Queensland Public Trustee
• Office of the Public Guardian.

As well as helping inform topics for the webpage, stakeholders also highlighted the importance of creating easy read content for residents in residential services accommodation. Thank you to those who provided input and feedback.

These resources form part of the RTA’s commitment to support the Queensland Government to deliver inclusive housing outcomes for people with disability.

The new residential services accommodation webpage builds on updates made to the Rooming accommodation agreement (Form R18) in September 2025, to better explain the three levels of residential services in Queensland.
